I was having the same problem. Contacted MS Support and gave me some steps to fix it and it seems to work. the game is downloading now.
step 1 - open the command prompt As Administrator. step 2 - paste in the following then enter:. DisplayName -eq 'Microsoft. XboxApp'} Remove-ProvisionedAppxPackage —online. Name -eq 'Microsoft. XboxApp'} Remove-AppxPackage". Step 4 - restart pc and attempt to download again, cant download forza horizon 3 pc. apparently this will remove the Windows Store Cache on your computer and for whatever reason allow the download without it freezing up.
